The decision is designed to even the playing field for U.S. e-commerce retailers. The U.S. reached the landmark agreement with other members of the Universal Postal Union on a renegotiation of the terminal dues structure, thus averting a U.S. pullout from the UPU. Delegates passed “Option V” – a reform package that includes the go-ahead for the United States to move to self-declared rates for inbound packets and bulky letters on July 1, 2020. The self-declared rates will be applied on a reciprocal basis meaning other countries can charge self-declared rates on U.S. packets and bulky letters.
